How daily pricing works
Pakistan used to change fuel prices every two weeks. After the Middle East war began in February, the government first moved to weekly reviews, and since July prices have been reviewed and notified every day, according to Geo News and The Express Tribune.
Under the cabinet-approved framework described by Geo News:
- The oil regulator Ogra issues daily ex-depot prices for petrol and diesel, based on the average international price of the previous seven days.
- Ogra can announce daily prices without prior approval from the prime minister or federal government.
- Prices notified on a Friday stay the same on Saturday and Sunday.
- The petroleum levy cannot go above the limit approved by the cabinet; any change in the levy rate needs Finance Division approval.
- Kerosene and light diesel oil prices are also set daily.
Ogra has started publishing daily prices on its website so consumers can check them.
Why prices keep moving
Global oil markets remain jumpy. Attacks on shipping in the Strait of Hormuz and strikes between Saudi Arabia and Yemen's Houthis have kept Brent crude above $100 a barrel this week. Since Pakistan imports most of its fuel, international swings feed quickly into local prices.
Relief schemes still in place
The government announced in September a scheme offering Rs100 per litre off petrol for motorcycles, rickshaws and cars up to 800cc, covering an estimated 11.8 million people, The Express Tribune reported. Two- and three-wheeler users can get the relief on up to 20 litres a month, and small-car owners on up to 30 litres.
What to watch
- The next daily notification for 16 October, and the Friday price that will apply through the weekend.
- Oil price moves linked to the Strait of Hormuz and the Saudi–Houthi conflict.
