KP emergency in Parliament: Tarar cites 3,787 terror incidents as PTI calls it a political move; Bara protest turns violent
In one minute
The government defended the emergency in Khyber Pakhtunkhwa in both houses of Parliament, with Law Minister Azam Nazeer Tarar citing a sharp rise in terrorist incidents. PTI says the move is a political crisis dressed up as a security measure. In Khyber district, a PTI protest in Bara turned violent, with a NADRA office set on fire and around 50 people arrested, police say.
Key takeaways
- The federal government defended the emergency in Khyber Pakhtunkhwa (KP) in the Senate and the National Assembly, calling it a last resort against rising terrorism.
- Law Minister Azam Nazeer Tarar said KP recorded 3,787 terrorist incidents between 15 October 2025 and 9 October 2026 — more than the 2,911 recorded from 2021 to 2024 combined.
- PTI's Barrister Ali Zafar told the Senate the step is "a political crisis disguised as a security solution" and asked Parliament to demand evidence.
- A PTI protest in Bara, Khyber district, turned violent on Tuesday: a NADRA office was set on fire and police say about 50 people were arrested.
- Casualty figures differ by source and have not been independently confirmed.
What happened in Parliament
The emergency proclamation issued by the President for KP on 11 October has to be placed before both houses of Parliament. On Tuesday the Senate debated it, while the National Assembly sitting was adjourned early because of the death of a member earlier this month.
On Wednesday, Law Minister Azam Nazeer Tarar opened the government's case in the National Assembly, according to state news agency APP. He said:
- The cabinet recommended the step after about two and a half hours of discussion and a review of reports from security agencies.
- Article 232 of the Constitution covers emergencies caused by internal disturbance, and Article 234 covers cases where a provincial government cannot run in line with the Constitution.
- Talks with PTI went through several rounds but did not make progress on counter-terrorism; issues such as meetings with jailed leaders also came up.
- Courts, not the executive, decide on arrests, trials and sentences, though the President can grant pardons under Article 45.
He also criticised the PTI-led provincial government, saying it had put politics ahead of security.
Government figures given in the House
| Period | Terrorist incidents in KP (as stated by Tarar) |
|---|---|
| 2021–2024 (four years) | 2,911 |
| 15 Oct 2025 – 9 Oct 2026 | 3,787 |
These figures were given by the minister in the House; TalkEmber has not seen the underlying security reports.
What the government's other ministers said
In the Senate, Deputy Prime Minister Ishaq Dar said the cabinet was right to end the reconciliation process with PTI and that efforts by JUI-F chief Maulana Fazlur Rehman came when "things had gone far beyond", Dawn reported. Interior Minister Mohsin Naqvi said no constitutional provision was violated and that the government would not have imposed the emergency if PTI had reached an agreement.
What PTI and the opposition say
PTI's parliamentary leader in the Senate, Barrister Ali Zafar, said Article 232 is an emergency power, "not a political weapon". He argued the government must show the constitutional conditions were truly met and that the step is necessary and proportionate, and he warned it raises questions about provincial autonomy and elected mandates. Senate opposition leader Allama Nasir Abbas called 11 October a "black day", Dawn reported.
Opposition MNAs later protested outside Parliament House after the Speaker did not allow PTI chairman Barrister Gohar to speak during the condolence session.
On Wednesday, PTI's official X account alleged that a lawyer who had filed habeas corpus petitions for the KP chief minister and the assembly speaker had been picked up outside the Peshawar High Court. This is PTI's claim and has not been independently confirmed; there was no official response in the sources we reviewed.
Violence in Bara, Khyber district
On Tuesday afternoon, PTI workers gathered at Khyber Chowk in Bara Bazaar to protest against governor's rule. According to Dawn and The Express Tribune:
- Police first used batons and tear gas. More supporters arrived later with local MPA Abdul Ghani Afridi, and police were pushed back, some taking shelter in shops.
- A NADRA office was set on fire and a Rescue 1122 building was damaged.
- The Khyber district police chief told the Tribune that protesters held 15 police personnel inside a municipal office and took their weapons and uniforms. Peshawar police later denied that any personnel had been abducted.
- Police said about 50 people were arrested and cases will be registered under terrorism and sabotage provisions. KP's new information adviser, Samar Haroon Bilour, said 42 people were arrested, 25 of them "illegal Afghans" — Dawn said it could not verify this.
Casualties: figures differ
| Source | What they said |
|---|---|
| Dawn (eyewitnesses) | At least five protesters injured by gunfire |
| Doctor at Hayatabad Medical Complex (to Dawn) | More than a dozen injured, including four policemen |
| PTI lawmaker Iqbal Afridi (to Tribune) | 11 workers injured, one killed — not independently verified |
Police said on Wednesday the situation in Bara was under control. Protests were also reported at Bab-e-Khyber in Jamrud.
Background
The President proclaimed an emergency in KP on 11 October, and governor's rule has left PTI's Sohail Afridi unable to function as chief minister, with administrative charge given to the provincial governor. KP was the only province run by PTI, the party of jailed former prime minister Imran Khan.
What to watch
- Whether both houses approve the proclamation, and how the vote splits.
- Petitions in the Peshawar High Court challenging the emergency.
- Any further protests in Khyber, Peshawar and other districts, and official casualty figures from Bara.
